Joining the firm in 2009, Arthur brought a 25-year history of successes and achievements in trial, appellate, land use, commercial and transactional matters. Arthur's current practice extends to federal, state and tax court, as well as in litigated matters before administrative and arbitral forums. His current work focuses on matters involving land-use/development/leasing issues; commercial litigation and transactions; estates, trusts and guardianship litigation; construction contracts and disputes; governmental matters; and a host of complex issues related to employment, bankruptcy, shareholder and partnership rights.

Arthur is the Planning Board Attorney for the Township of Montclair and the Bergen County Boroughs of River Edge and New Milford. These positions present complex and sophisticated challenges in the areas of redevelopment, development, planning and zoning in the context of an extended "down" economy. Previously, he served as counsel to the planning boards of the Boroughs of Demarest, Fort Lee and Ridgefield, and the zoning board of the City of Englewood.

On the other side of the land-use dais, Arthur's practice ranges from planning board representation of a national developer, followed by the logistics and negotiations associated with the development of their 43-acre shopping center site impacted by the off-site projects of local and State agencies, to special counsel positions handling condemnations, road-widening and downtown street-scape matters, to owners of one-family homes constructing additions.

Arthur has extensive experience in the capacities of municipal attorney in the Borough of Bergenfield, investigative counsel to the Borough of Ridgefield, and was special employment litigation counsel to the Office of the Bergen County Counsel, and special litigation counsel to the Bergen County Improvement Authority.

Arthur is admitted to practice before the courts of New Jersey and New York; the Supreme Court of the United States; Third Circuit Court of Appeals; U.S. District and Bankruptcy Courts for New Jersey and the Southern, Eastern and Northern Districts of New York. He is a graduate of University of Bridgeport, the Graduate Faculty of Political and Social Science of the New School for Social Research, and Fordham University School of Law.
